since 18 is already divisible by 3, so, for making the given number divisible by 3, x can take any value which is multiple of 3 i.e. 0 or 3 or 6 or 9.

but , for making the number divisible by 11,

so difference of sum of alternate digits = (6+2+2+5)-(2+1+x)=15-(3+x)=12-x

so nearest multiple of 11 to 12 is 11 itself.

12-x=11

=>x=1

but when x=1 number will not be divisible by 3.
