fire produced by electrical short circuit is not controlled by?

When, a short circuit occurs, then a lot of current flows and thus a lot of electrical energy. When that energy comes in contact with any flammable substance like the ppastic insulation of the wire, electrical energy transforms into heat energy and fire is produced.
