Answer: Bombay (now Mumbai)

Explanation:The Indian National Congress  also popularly known as the Congress Party was founded in 1885.It held its first ever session in Bombay(now known as Mumbai) from 28th to 31 st December 1885 under the guidance Allan Octavian Hume, a retired Civil Service officer.

In 1883, Hume drafted his views on the formation of a representation body in the interest of the Indians in a letter to graduates of the University of Calcutta. The main motive was to grab a large share for the educated Indians in the government and provide a platform for dialogue between them and the British Raj.

In 1885 he issued a notice convening the first meeting of the Indian National Union which was to be held in the following December in Poona. The venue was later shifted to Bombay due to the outbreak of chlorea

The session commenced after he obtained proper approval from the Viceroy Lord Dufferin. The first President of Congress was Womesh Chandra Bonnerjee , which was attended 72 delegates from each province of India.

Some of the notable delegates were Scottish ICS officer William Wedderburn, Pherozeshah Mehta of the Bombay Presidency Association, Dadabhai Naoroji, social reformer and newspaper editor Gopal Ganesh Agarkar, Ganesh Vasudeo Joshi of the Poona Sarvajanik Sabha and many more.
