Fish and frog can respire in water. Can
they respire through their skin? If yes,
why do they have gills?​

their skin has to stay wet in order for them to absorb oxygen so they can secret mucous to keep their skin most (if they get too dry , they cannot breathe and will die ) tadpoles and some other aquatic amphibians have gill like fish that the used to breathe.
