because fishes has a nictitating membrane on their eyes which prevents entry of water while in humans it get extinct.

the answer for this question is

that the cells in the retina of human and fish are different .which has much more rod cells than cone cells.there are approximately hundred billions of rod cells in fish whichare sensitive to light .but humans have more cone cells than rod cells .and therefore fish can see clearly what are various humans cannot see .
