We’ve got 7 segments of our lowest common denominator to separate on the width, and 13 on the length.
now,,
We have two lengths and 2 widths.
then,
double the sum of that is 40.
Since,
the flags and our lowest common segments are interspersed one-after-another..
the flag number and the segment number match at 40.
