Fluorine is really reactive because the electrons don’t shield the nucleus so it attracts electrons to itself from other elements. Once it gets the borrowed electron it requires then it becomes non-reactive like Neon. Fluorine and Neon are both on the second period of the periodic table. Overall fluorine and Neon have many differences and some similarities.
