The oxidation number of each atom involved in the reaction are

H2O + F2 ------> HF + HOF

H2= +1

O = -2

F2 = 0

HF = +1 , -1

HOF = +1 , 0 , -1

oxidation number 'o' increases frim -2 to 0 and oxidation number of 'F' decreases from 0 to -1 thus the abive reaction is a Redox reaction.
