Following are the reasons:

1. Meristematic tissues in plants consist of a mass of undifferentiated cells whose main function is to participate in plant growth. Permanent tissues, on the other hand, are differentiated tissues, carrying out dedicated functions

2.Intercellular spaces are absent in sclerenchymatous tissues because they have a cementing substance (known as lignin) around their cell membrane which makes them stiff and hard.

3.The meristematic tissues are living and thin-walled. The protoplasm of the cells is very dense. The meristematic tissues heal the injuries of an injured plant. These cells do not store food.

4.Meristematic cells have dense cytoplasm and prominent nuclei because they are actively dividing cells ,so they require cytoplasm and nucleus to control their activities. Vacuole has the function of storing food ,but in meristematic tissue ,cells keep on dividing and their is no need of storing anything.

5.Meristematic cells are also responsible for keeping the plant growing. The Shoot Apical Meristem (SAM) gives rise to organs like the leaves and flowers, while the Root Apical Meristem (RAM) provides the meristematic cells for the future root growth.
