Explanation:

we all know that we can not survive without food. saheb's family lives in seemapuri. this is the dirty colony on the periphery of Delhi. about 10000 ragpickers live there in a miserable conditions. the colony has no sign of development. they have no identity or permits. but they have ration cards that enable them to buy grain or to cast votes. but for the existence they have to picks the rags from garbage dumps. and garbage for them is gold. for survival they need food. for them identity does not matter. that's why food is more important for their survival than an identity for the ragpickers
