A constitution is the rulebook. It is designed to stop rulers of a country thinking that because they make the law, they’re above the law. How successful that is varies, but it ensures that a democracy has a set of rules to avoid abuse of power.

However, the nature of the constitution also matters. Many countries, such as the USA, have a written constitution, so everything is in one place and has fixed rules for amendments. There can be laws that alter the nature of parts of the constitution, such as the short-lived Line Item Veto, but making true amendments is a difficult process. Unwritten constitutions, such as that of the UK, are often written but not all in one place and some of it isn’t even law. A cloud of convention and law dictates how the UK is run. This means that the UK constitution is easier to amend- one ordinary bill can change everything.

The importance is that the rules are known and the elected rulers and unelected officials can be challenged for misconduct based on rules that are accessible to all.
