for any substance, why does the temperature remain constant during the change of state?

Because it is changing from one form to another any energy the substance absorbs will be used to do this. When the change of state is completed the energy supplied or taken away will then cause the temperature to increase or decrease accordingly.

because heat is used to overcome energy which is helps in changing state
