1) if women are engaged in paid work, their dignity in the household and society increases. so dignity is a important goal.
2) different peoples have different goals.
3) income is not only the important factor leading to country s development.
4) Other factors like freedom, security, facilities, etc.

If people want dovelopment then first they make goal(s) pr we can say that a mix goals.Now this is the question that why they look at a mix goals?Because,if a goal become useless or unsuccesful then the second one will come in picture or another one and they will no be faliure.So, for development people look at a mix goals.
