this line is the refrain of the poem .they bring out the contrast between the transeince of human life and permanence of nature. the repititatio n ,apart from being a constant reminder of this vital diff between NATURE and mortal human beings also lends a musical effect to the poem which highlights the Brook joyous mood

These lines from the refrain in the poem and carry the central idea of the poem . They have been repeated for the sake of emphasis . Human beings are mortals while the brook is immortal. All of us will die one day,but the brook and the nature is never ending and will outlive humuns.
