these lines have more than 1 poetic devices:
refrain
same lines are repeated in the poem either as opening line or closing line.
(this line has been repeated in the poem for over 5 times).

anticlimax
when there are two words in a line which give us a conclusion of a stanza in a poem.
(come and go are opposite words which give the conclusion)

repitation
repeating of the same words in the line of poetry.
(men is the word which has been repeated)
