For Monarchy to work, one man must be wise. For Democracy to work, a majority of people must be wise. Explain this statement.

In a Monarchy there is one person who takes decisions, if he is wise enough he can rule happily but if he is not wise his reign may have problem . But in Democracy majority of people must be wise as they must vote the right candidate for them who can take good decisions for them, if they chose a wrong candidate they sure will suffer.
