For reducing the number of death caused but to communicable diseases obviously the priority should be to improve the sanitation and hygiene. 

I think that we need to be more hygienic on both levels be it personal or public.

If we keep ourselves and our surroundings clean then only we'll be able to clean the whole society.

For this we can follow some steps like-

1.Install two dustbins : one for biodegradable waste and another for non-biodegradable waste.

2.Proper disposal of garbage should take place.

3.People should spread awareness regarding cleanliness.
