2x-3y=7
(k+1)x – (k-3)y = 6k-1

and

(k+1)x – (k-3)y = 6k-1

are parallel to each other

So we know two equations are parallel when their slopes are equal.

y = 2/3x - 7/3

y = (k+1/k-3)x - (6k-1/k-3)

2/3 = (k+1/k-3)

k = -9
