The force acting between two opposite charge of equal magnitude is 

F=4πε01.r2q2. . . . .(1)

where, r= distance between two charge

Now, 25% charge is transferred from one another, 

q1=q−4q=43q

q2=−q+4q=43q

The force acting is given by

F′=4πε0
