Density = mass/volume
The density of water is taken as one and anything that has density less than water will float on it.
Anything that has density more than water will sink down e. g. stones and other heavy things.
A heavy mass like the planet Saturn itself has density less the water, we can say Saturn will literally float on water if immersed.
