Actually the whole letter cannot be written for you. But I can help you with some points. You start with all the formal points like date name subject. Try to make the subject short and to the point.
Since you have not clearly mentioned to whom this letter is addressed to let's assume that it is the police department of your locality. Start your letter by "This is to inform you that" or "Lately crimes against women have risen to an alarming rate and this is to bring to your notice". If the letter is to a newspaper you need to add something like "Please use your platform to wake the goverment up" or "Inform people"
Make only two paragraphs and make the second one to the point.

The Editor-in-Chief,

The Hindustan Times,

New Delhi.

Subject: The inhuman crimes against women.

Sir,

Through the columns of your esteemed national newspaper, I would like to express my deep concern over the increasing crimes against women.

The vast majority of crimes against women go unnoticed and unreported. There is no proper data on crimes against women and information on the subject are conflicting. The fear of social stigma and the uncertainty of getting justice are the main reasons why most of the crimes against women go unreported.

Crime against women have created a poor image of India among foreign countries. Millions of foreign tourists visit India every year and this tag of increasing crimes against women has directly affected the tourism industry. It is a matter of great shame that when our country is marching towards prosperity and advancement, the barbaric acts against women are on the rise.

Our fundamental duties under Article 51A of the Constitution also include the provision that it shall be the duty of every citizen of India to renounce practices derogatory to the dignity of women. However, crimes against women are increasing.

1. Stringent measures need to be taken to curb this and safeguard women.

2. The government, the law enforcement agencies and the general public must unite to put an end to violence against women.

3. The Government must also pass and implement more strict laws than the existing ones for the safety of women.

4. The Government must form special police cells with women officers and other police personnel to receive reports about crime against women and take severe actions against the culprits.

5. More women need to be recruited into our police forces.

6. Our political leaders, irrespective of their party affiliations should show political will and conviction to deal severely with those guilty of crimes or acts of inhumanity against women.

7. Hearing and passing of verdict in courts for cases of against crimes against women must not be delayed.

Let us not forget that the greatness of a nation is known by the way it treats women.

Yours sincerely,

NIRMALA
