is true for all values of y is

8xy-12y+2x-3=0

Taking 4y as common ,
                                        the same equation can be expressed as 
4y(2x-3)+(2x-3)=0

AS (2x-3) is the common term,
      
(4y+1)(2x-3)=0

As it should be true for all values of y ,
equate 2x-3 to 0
so, 2x-3=0

x=2/3
