Water flowing in supply pipes is in great pressure. it is the pressure only which makes it flow from one end to another.
when there is a hole, the water oozes out because pressure outside is much lesser than it is outside. since the pressure difference is too much and it flows from high pressure to low pressure, it oozes out like a fountain.

THE WATER COMES OUT AS A FOUNTAIN AS INSIDE THE PIPE, THERE'S A LOT OF PRESSURE OF WATER, AS IT FLOWS AT VERY HIGH SPEED. THIS MAY SOMETIMES LEAD TO BREAKDOWN OF THE PIPE, WITH WATER FLOWING LIKE A FOUNTAIN.
