The circuit is connected in parallel so the emf produced is E\4.

When 4 cells each of EMF  "E" are joined in parallel, to form a single battery,
the potential difference across the terminals of all the batteries will be "E".
All negative terminals are connected together.  All positive terminals are connected.

Hence, the equivalent emf = "E".
The current yielding capability of the equivalent battery will be 4 times that of 1 battery.
