In Napoleonic time this was said.. because of the power of France.. it's military,GDP were higher and was the major powerhouse of Europe.. but after that it steadily declined.. and this saying doesn't mean now coz of Germany, Britain, Spain,Italy are now equal with France or even more than them like Germany.. hope it helps!
