The French never wanted to bring French culture to the Vietnamese. They only wanted to create a local group of pro-French collaborators to assist them in their colonial plans for extracting resources.  One of the examples was the forceful introduction of the alphabet to write Vietnamese language. The script itself was first devised to help the missionaries interact with the Vietnamese.
