every terminating number have its denominator as 2^n and 5^m were n and m are non negative integers ( zero and other positive numbers) . for example 4.739 = 4739/1000 = 4739/10^4 = 4739/2^3×5^3.

therefore any number having denominator as 2^n and 5^m we can conclude them as terminating decimal expansion and as rational number without doing actual long division method. we can say about q = 2^n and 5^m.
