Solution:

Frequency is the number of occurrence of any event

At any time an event can happen or event can not happen

hence either event can be 0 or 1

Now for N time of such occurrence for  each occurrence

Event can be 0  or 1

If all 0 then Frequency = 0

if all 1 then Frequency = N

if few 0 and few 1 then Frequency will be between 0 and N

=> Frequency is 0 or +ve

Hence frequency  can not be - ve in statistics
