Yes friction exists between to solid surfaces only. But it is normally much lower than solid surfaces. Origin of the lubrication mainly involves in interposing of liquid layer between moving devices such as the gears.

In fact, it would lower friction of some orders of the magnitude. It preserves interacting surfaces from the wear. When the small amount of liquid can flow then it would stabilize everything.
