No,For instance Friction is produced less in slippery surfaces and is produced more in surfaces which are not much smooth.Eg:If u push a small object across a table it will stop after a certain period of time,Whereas if pushed in a ice rink of some sort it might keep going for almost a long time.(Depends on the force exerted).
