As the frogs and fishes lay eggs, all of the eggs does not get fertilized. When the sperms are released by males in the water, all eggs are not fertilized. Only those which fuses with the sperms are fertilized and a new young one is born. The rest of the egss gets destroyed after some time.

Most of the eggs, tadpoles and young frogs get eaten by predators. That is why their population is much smaller than the number of eggs they lay.
