The Indian constitution is based on federalism and refers to the existence in the country of more than one level of government. The Constitution defines clearly at every stage the limits of powers. In India there are state and central governments, and Panchayati Raj is the government's third tier. Secularism  is a key feature of the Indian Constitution and defines a secular state as the state officially promotes no single religion as the official religion of the country.

The numerous communities in India implied  that it was vital to establish a form of government which not only included people sitting  in New Delhi , the capital, taking decisions for all. It was important, however, for decisions in  relevant area to be taken at a different level of government in the States.

While every state in India has autonomy in exercising powers on specific matters, issues of national concern necessitate all such states to comply with the legislation of the central govt. The Constitution outlines in depth the problems which can be solved at any level of government. The Constitution also sets out where each government level can get the funds from for the work it does.

In federalism, the States are not just federal government agents, but also rely on the constitution for their authority. The laws and policies of each of these tiers of government govern all individuals in India.

Reasons for Secularism

India was to have a 'secularism' pledge. The premise, in its lesser public form, was that the government should not intervene in "personal religious affairs" and would establish circumstances under which citizens of all religions could live in harmony.

Our constitution promotes harmony between different religious groups by placing equal importance on all religions. This reinforces the country's unity in turn.

Introducing secularism in the Constitution was to inform all minorities in India that they are being treated equally and fairly and that there is no discrimination/prejudice of any kind. Their culture, religion, and language and can possess all the "citizenship rights & privileges
