Vulnerability in this context can be defined as the diminished capacity of an individual or group to anticipate, cope with, resist and recover from the impact of a natural or man-made hazard. The concept is relative and dynamic.

social exclusion means that the people belonging to certain caste, gender are excluded from achieving equal social rights. For example - earlier in the indian society sudras were excluded from achieving equal political rights, they were  not allowed to enter the temples etc.

similarly vulnerability means people who are more vulnerable to the society either because they possess some structural characteristics that determine a low consumption or because they are unable to cope with the risk of becoming poor.
