Poverty begets more poverty. It is both a cause as well as consequence of poverty. A poor country cannot save much out of its national income. As a result, it suffers from capital deficiency which adversely affects the level of production and income in the country

social exclusion means that the people belonging to certain caste, gender are excluded from achieving equal social rights. For example - earlier in the indian society sudras were excluded from achieving equal political rights, they were  not allowed to enter the temples etc.

similarly vulnerability means people who are more vulnerable to the society either because they possess some structural characteristics that determine a low consumption or because they are unable to cope with the risk of becoming poor.
