Gametes have a haploid no(23) of chromosomes so that on fusion of the two gametes the normal number of chromosomes is obtained (23 + 23= 46) in the zygote.

During meiosis, which is a type of cell division that reduces the number of chromosomes in a parent diploid cell by half.
This is how Male and Female gametes are formed.
Moreover gametes must be haploid(in case of human) so that the male and female gamete fuses to produce,a complete diploid zygote.
23+23=46 chromosomes.
