Gases are insulators, but they will conduct electricity if ionized. If a gas is made hot enough or placed in an intense electric field, electrons will be pulled away from the gas molecules. Electricity can then flow through the gas as the negatively charged electrons go in one direction and the positively charged molecules go in the opposite direction. Since this form of electrical conduction requires molecules and electrons to move, it doesn’t work when the gas is too dense; the non-ionized molecules block the movement. That is why ionized gas only conducts well at low pressure, when the density is low and the molecules are far apart
