Gases are considered as poor conductors of electricity. why?

hey there,
the conductance of electricity  requires a high density, but more importantly, since electricity is the flow of electrons, it requires that only minimal energy be required to excite electrons from the valence band to the conductance band. In metals, this band gap is extremely small, allowing large numbers of electrons to be excited to the conductance band by relatively little energy. Suffice it to say, no metal is a gas under any reasonable conditions. (this answer is in fullmarks science book of class ninth)
