I think..... B'cuz gases are made up of non metals......and non metals are usually bad conductor......

An example to prove it.
woolen clothes are made up fibres with pores in them which results in air to be stored there and since air is an insulator of heat it doesn't allows heat from the body to escape and makes us feel warm.
