Because that is the location of the raindrops that are at the correct angle between the Sun and your eye.

A rainbow is actually a full circle, but normally the ground stops the raindrops so there are none on the bottom part of the circle. Pilots very often see Full Circle rainbows looking down into clouds or rain.
