Electronegativity is a periodic property of elements.

In periodic table electronegativity increases from left to the right and from bottom to the upward direction.

As here groups are in the consideration, group 1 is in the most left of the periodic table and gradually comes group 3, group 14 and group 17.

Thus group 1 have the lowest electronegativity values and group 17 have the highest among these 4 groups.
