Okay, first of all, for parallel lines the slope is always equal.
So the slope of line we want will also be -7/4, by this logic B and D get eliminated.
Now just put in y = -2 and x = 4 in A and C to check whether (4,-2) passes through it or not. You'll see that in A we get LHS=RHS for (4,-2).
(4,-2) is not satisfying C so your answer is A

Since the slope of given line is -7/4
Hence the slope of the other line will also be the same and since it is passing through the point (4,-2)
