Getting jobs in factories in 19th century England depended on existing friend or kin relation in factories. If anyone had a friend of family member working in a factory, that person is more likely to get job.
But everyone didn't had relations. They had to wait under bridges or spend nights in shelters constructed by private individuals or Poor Law Authorities.
CASE OF INDIA
The factories of India employed a jobber to get new recruits. He would get people from his village and helped them to settle in the city. He provided them money in case of crisis. Thus, the jobber became a person with some authority.
