During the Colonial rule, several acts were passed regarding the freedom of Press in India.

Before the 1857 sepoy mutiny, the Indian Press was generally involved in mass rally and the British government became apprehensive regarding the freedom of press.

A kind of nationalistic rebellion slowly was being pieced one with another through symbols and words through newspapers. To handle this, an act was proposed and passed by Lord Lytton.

Under the Act, all Indian publications must have license from the British Government. It was also mandatory that nothing must be published against the British ruler.
