The Indian National Congress was first formed in December 1885.
- During 1885-1905, It was under the complete control of moderate leaders.
- The leaders of Congress party do not want it to work as a fully functional political party.
- They were faithful to the British government and would south the internal matters under the British rule only.
- The leaders would work within constitutional limits under a strict parliamentary procedure which keep observing each and every move, discussion and passing of laws and resolutions.
- The party meetings were organized in well orderly and efficient manner.
- The educated middle-class people dominated the National Congress and have all their faith in the British government.
- Their thinking was that the British rule is beneficial, and their main aim was to educate Indian public about it.
