lords of importance were know as hurgo in lilliput. it is the hugo who play a vital role in giving commands and orders as well as convey important speeches.the hurgo who gulliver encounters is highly civilized who acts as an orator and he is one who takes care of gulliver. he understands the needs of gulliver and commands the people to given him food and loosen him a bit so  that he can move freely a bit. thus in city of lilliputians the hurgo is the prominent commander
