Explanation:

(i) development of roadways depends on several several physiographic factors like terrain, relief features etc. North East India is a region of an undulating topography. it has flood plains and is consequently flooded by rivers like Brahmaputra. apart from that it also has many hilly regions like the Himalayas which makes it difficult to develop roadways in such areas.

(ii) some sort of facilities and transport need to be under of the public sector because public sector's main aim is to provide cheap services and ensure the welfare of the citizens. ifif the railways are in private sector then it would be difficult for us to find cheap railway ticket because the main motive of a private sector organisation is to earn maximum profits.

(iii) development of the economy includes the development of the entire nation evenly or uniformly. the manufactured goods and resources need to be transported from the concentrated region to the regions where the resources are scarce. for example the Chhattisgarh and Jharkhand region is rich in mineral deposits like iron but there are some regions like Ladakh where iron is scarcely present. since iron is a very essential part of country's development, iron leads to to be transported to Ladakh region and this can only be done with the help of transport. Hence transport is very important for the development of a country uniformly.
