In 20 states and union territories, the poverty ratio is below the average national ratio. There is a significant decline in poverty in Kerala and Jammu and Kashmir. Bihar and Odisha continue to be the two of the poorest states of India with 33.7% and 32.6$ respectively.

1) orissa,Bihar and madhya Pradesh are the three poorest state of India with their people living below poverty line being 32.6,33.7and31.6 respectively .

2) The state level poverty has declined in some state because of the measures taken by some state government such as:-

i) Punjab and haryana succeded in redusing poverty with the help of high agricultural success-rate.

ii) karla has focused more on human resources development.

iii) In west bangal land reform measuring helped in reducing poverty.

iv) In Tamil-nadu and Andhra Pradesh public distribution system is responsible for improvement.
