The goals of development are conflicting in nature because every individual or a group has a different status or objectives to carry out. They different requirements at a particular time, for instance, a rich man would have a different goal, say to build a factory, on the other hand the goal of a beggar would be to get two meals a day. Hence, we can observe that these two goals are different and conflicting.
