The Local time is determined by using the time zone offset of the particular location form UTC.
It happens due to different longitudes that changes the time hence UTC is used to keep a check on the time.
You can take an example that of UTC is +5:30 then the time will be IST 17:11 and in UTC it will be 11:41.
There are different UTC as per the time schedule of longitudes.

The sunset and sunrise time cannot be measured precisely in any region.
But noon can be measured accurately in most of the cases.
Also, the shadow points of the sun directly falls north at high noon.
Hence, noon is the right time to measure the local time.
