Support a standard rotation of judicial functions. Judges at each level of the courts should be rotated at regular intervals to different subject areas, i.e. commercial courts, family courts, etc. Rotation of judges reduces the possibility of bringing cases before a particular judge and can reduce entrenched harmful habits, such as corruption.
Publish an annual review of cases reported and prosecuted, and the results of cases.
Recognize and support the role of civil society and the media. These groups can monitor the outcome of decisions and propose reforms. Both groups should have free access to court records and should disseminate information on the complaint mechanisms and any ongoing complaints. The judicial system should encourage their role as supervisors and informants of public complaint procedures (United Nations Development Programme, 2005).
Promote a database to coordinate information on perpetrators among actors in the justice system, including different judicial systems. Judges, magistrates, arbitrators and bail and probation staff should be able to access an author's criminal record, pre-existing court orders including protection orders, pending court orders and information on parole or probation terms. The more information a court has about an offender, the better it can assess the risk and monitor the offender's prior compliance, thereby promoting the safety of the victim.
