Janta Dal Party led by then Prime Minister V.P.Singh implemented Mandal commission recommendations.

In 1979 Morarji Desai led government set up the Mandal Commission. The commission was set up with the idea of providing the educationally or socially backward classes with seat reservations and quotas for those who were subjected to caste discrimination. To determine a person whether belonged to a backward class or not the commission used some eleven economic, social and educational indicators.

The commission  was chaired by B. P. Mandal. On 30th December 1980, the commission submitted its report to the President on India which  recommended a  27% reservation quota for OBC which translated to about 49.5% quota in public universities and government jobs.

In August 1990, the Prime Minister of India V.P..Singh made an attempt to implement the commission`s recommendations which resulted into widespread protests.
